System Info
- SLATER, the St Louis Area Trunked Emergency Radio is a unified 800MHz P25 digital trunked two-way radio system used by first responder agencies in the counties of St Louis, St Charles, and Jefferson MO.
- Coverage requirements in the Motorola agreement:
- 98% area reliability within the URBAN and RURAL regions on St Louis County, using a portable radio at the hip, on-street.
- 95% area reliability within the urban region of St Louis County using a portable radio at the hip, in-building.
- In-building coverage: Move to a direct channel or utilize a DVRS (Digital Vehicular Repeater System)
- Signal boosters (Class A or B) may be used, upon ECC approval, in conjunction with FCC and/or local/state/Federal codes.
- ADP encryption on dispatch, tactical, support, etc.; AES encryption for elevated secure comms for Intelligence units, Special Ops, etc.
- All user agencies are FORBIDDEN from rebroadcasting/streaming encrypted radio transmissions from SLATER More Info (PDF)
- Scene of Action (SOA) Talkgroups - available on all radios, but not monitored by any dispatcher. There are 2 county-wide interoperability SOA talkgroups, divided north and south by Page Ave, both being used in encryption mode only
- PURSUIT talkgroup (Must be authorized by PSAP supervisor, when more than one agency is involved). It may be patched to the originating agencies talkgroup. Plain language only. If already in use, PSAP may assign SLCLAW1 or SLCLAW2

- Agencies with over 350 officers can deviate slightly over the standardized codeplug with authorization, however Zone 1 must remain within the LE standard
- ALL LE TGs will be encrypted, but open to all LE agencies (with governance). Shall NOT be used by NON-LE agencies. (used Interop groups instead)
- PSAP to PSAP Talkgroup: provides a direct IP network communication link between PSAPs, should be kept to minimal use. Only accessed by dispatch personnel. Should NOT be used to request official police/fire action.
- FIRE NET Talkgroup: direct link between Law and Fire PSAPs with the ability to pass mission critical notification to another agency. Not used for paging or toning out another agency. All paging should be on VHF Fire Mutual Aid.
- ISSI Talkgroups (Inter-RF SubSystem Interface) P25 systems to have interoperable talkgroups provisioned to allow radio coverage on "foreign" radio systems via connectivity through an ISSI Gateway and radio system links between the differing P25 radio systems. These links could be T1, T3, fiber, microwave or other connection methods
